H.R. 1860, the Women Veterans Cancer Care Coordination Act, would mandate the appointment of regional breast and gynecologic cancer care coordinators within each Veteran Integrated Services Network (VISN). These coordinators would be responsible for ensuring seamless communication and coordination between Department of Veterans Affairs (VA) clinicians and cancer community care providers.

This regional approach aims to provide tailored support, ensuring that veterans receive timely and appropriate care regardless of their location while monitoring services provided, tracking health outcomes and maintaining data on cancer care. This data-driven approach would help to identify trends, measure effectiveness of services and guide future improvements in care delivery.

The Major Richard Star Act is bipartisan legislation that would authorize concurrent receipt of Department of Defense (DoD) retired pay and Department of Veterans Affairs (VA) disability compensation for those injured in a combat zone and medically retired.

Currently, over 50,000 combat-injured military retirees are not eligible to receive both their military retired pay and VA disability compensation. The Major Richard Star Act would repeal this unfair offset, allowing these combat-disabled veterans to receive both benefits.

This bill was named in honor of Major Richard A. Star, a decorated war veteran who was medically retired due to combat-related injuries and later lost his battle with cancer on February 13, 2021.

We support the Major Richard Star Act, in accordance with DAV Resolution No. 1, which calls for the elimination of the offset between VA and DoD benefits for military retirees discharged due to a combat-related disability.\u00a0\u00a0

H.R. 1732, the Governing Unaccredited Representatives Defrauding VA Benefits Act or GUARD VA Benefits Act would reinstate criminal penalties on individuals for soliciting, contracting for, charging, or receiving any unauthorized fee or compensation with respect to the preparation, presentation, or prosecution of any claim for Department of Veterans Affairs (VA) benefits.

VA-accredited organizations like DAV exist to help our nation\u2019s heroes obtain their earned benefits at no cost. However, some unaccredited companies charge disabled veterans exorbitant fees for assistance with their VA benefits claims\u2014bilking them out of what they have rightly earned through their military service.\u00a0That\u2019s why it is so vitally important that ill and injured veterans are represented by properly accredited individuals and institutions when applying for VA benefits.

DAV firmly believes that no one should be charged to file a claim in a non-adversarial process. In accordance with DAV Resolution No. 324, DAV strongly supports H.R. 1732, the GUARD VA Benefits Act, which will help ensure disabled veterans receive VA-accredited representation while deterring predatory practices that seek to pick the pockets of our nation\u2019s heroes of their earned benefits.

Some opponents of the GUARD VA Benefits Act argue that it impinges upon a veteran\u2019s right to choose their own representative. We believe the GUARD VA Benefits Act simply removes unaccredited, unregulated and often unscrupulous actors who target veterans from entering the process. The passage of the GUARD VA Benefits Act would hold bad actors accountable to the law and allows for redress when veterans find themselves victims of being charged exorbitant fees for claims assistance.

DAV supports H.R. 438, the PFC Joseph P. Dwyer Peer Support Program Act. This bill would establish a grant program to provide financial support to eligible entities for creating peer-to-peer mental health programs specifically designed for veterans. Eligible entities include nonprofit organizations with a history of serving veterans' mental health needs, congressionally chartered veteran service organizations, and state, local, or tribal veteran service agencies.

Veterans often feel more comfortable discussing their mental health challenges with fellow veterans who understand their military experiences and post-deployment mental health challenges. The proposed program would include 24/7 mental health support, group and individual meetings facilitated by trained veteran peer specialists and adherence to specific standards to ensure quality care.

By providing financial support to entities focused on veterans' mental health, H.R. 438 would help address the pressing mental health issues faced by many of our veterans. This legislation is consistent with DAV Resolution No. 224, which calls for program improvement and enhanced resources for Department of Veterans Affairs mental health programs and suicide prevention efforts.

S. 599/H.R. 1288 \u2013 the Driver Reimbursement Increase for Veteran Equity (DRIVE) Act of 2025, would increase the mileage reimbursement rate for veterans receiving health care from Department of Veterans Affairs (VA). Additionally, the bill would enhance and expedite the processing of beneficiary travel payments, ensuring they are issued within 90 days of reimbursement submission.

In 2010, Congress passed legislation to establish a minimum mileage reimbursement rate of 0.41 cents per mile, aligning it with the General Services Administration (GSA) rates for federal employees. This legislation also granted the VA Secretary the authority to adjust future mileage rates set by the GSA, which is currently 62.5 cents. However, since the implementation of this law, the VA Secretary has failed to use their authority to adjust the travel mileage reimbursement rate.

The DRIVE Act would align the veterans' mileage reimbursement rate with GSA. It addresses the inadequacy of the current VA travel mileage reimbursement rate. Veterans should not have to choose between getting the care they\u2019ve earned and deserve, and the rising cost of travel to access their needed care. \u00a0

DAV supports the DRIVE Act in accordance with Resolution No. 233, which calls for adopting the increased mileage rate set by the GSA for veterans' beneficiary travel.

The Love Lives On Act would eliminate the remarriage age requirement for survivors in receipt of Dependency Indemnity Compensation (DIC).

The payment of Department of Veterans Affairs (VA) DIC benefits was intended to provide the surviving spouse, of a veteran who died of a service related injury or illness, with the means to maintain some degree of economic stability for themselves and their families. For decades, surviving spouses were not able to maintain their DIC benefits if they remarried prior to the age of 57. Then in 2021, the remarriage age was lowered to 55.

Removing the remarriage age for surviving spouses has been a long-standing issue for DAV. Surviving spouses who are currently in receipt of DIC benefits should not have to worry about losing their benefits if they remarry before age 55. H.R. 680, the Caring for Survivors Act of 2025, would increase financial support for eligible survivors of disabled veterans by increasing the Dependency and Indemnity Compensation (DIC) amount from 41% to 55% of the veteran\u2019s monthly compensation rate. In addition, H.R. 680 would reduce the existing 10-year eligibility requirement for DIC benefits to five years.

The Caring for Survivors Act will make it easier for survivors of veterans rated totally disabled at the time of death to qualify for compensation and ensure that benefits are in line with compensation rates provided to survivors of federal civil-service retirees.

DAV supports H.R. 680, in accordance with DAV Resolution No. 25, which calls for improving and reforming DIC Benefits and No.142, which calls for the reduction of the 10-year eligibility rule for DIC.

Under current law disabled veterans with longevity retirement from active military service who are also in receipt of a Department of Veterans Affairs (VA) disability compensation of 50% or higher may receive both military retirement pay and their VA disability compensation, while excluding those with disabilities rated of 40% or less\u2014creating financial inequities over time.

H.R. 303, the Retired Pay Restoration Act, extends the authority for concurrent receipt of military retired pay and veterans\u2019 disability compensation to retirees with service-connected disabilities rated 40% or less.

DAV strongly supports H.R. 303, in accordance with DAV Resolution No. 1, which calls to remove the prohibition against concurrent receipt of military retired pay and veterans\u2019 disability compensation for all longevity retired veterans, which would correct a longstanding injustice faced by many disabled military retirees.\u00a0\u00a0

Please add your support for H.R. 219, the Improving Menopause Care for Veterans Act. This bill would require the Government Accountability Office (GAO) to conduct a comprehensive study on the menopause care provided by the Department of Veterans Affairs (VA).

Menopause has been shown to raise the risk for depression twofold and corresponds to the highest rates of suicide among U.S. women. However, as detailed in DAV\u2019s latest report, Women Veterans: The Journey to Mental Wellness, the impact of menopause on mental health and suicide risk among women veterans is understudied and not well defined. Therefore, it is crucial that the physical and mental health care needs of our women veterans experiencing menopause and perimenopause are adequately being addressed.

H.R. 219 would direct GAO to focus on services for women veterans enrolled in VA care who are experiencing symptoms associated with the transition phases of menopause to include perimenopause, genitourinary syndrome of menopause and post-menopause.

This bill would require the Secretary of the Department of Veterans Affairs (VA) to furnish dental care in the same manner as any other medical service, and defines a 4-year implementation plan beginning with veterans in Priority Groups 1 and 2.

Currently, the VA only provides full dental care services to a limited number of veterans enrolled in its health care system, which includes those who have a service-connected dental disability, are 100% service disabled and those receiving Total Disability for Individual Unemployability (TDIU). In total, only about 500,000 of the 9 million veteran enrollees in the VA health care system have eligibility for dental care.

Studies show that poor dental hygiene can lead to a number of chronic health conditions, including infections from decaying and dying teeth, which can be life-threatening if not treated. Dental care has been proven to be an important part of overall health care. VA is considered a comprehensive health care system for veterans and the lack of basic dental care is a major gap in the whole health model VA care subscribes to.

This legislation is consistent with DAV Resolution No. 41, which calls for the provision of comprehensive dental care to all service-disabled veterans within the VA health care system. Therefore, DAV strongly supports this bill.
